School Strategy Board

School Strategy Board members (formerly Governors) are one of the largest volunteer forces in the country and have an important part to play in raising school standards. The GLF Trust Board delegates certain functions to School Strategy Boards (SSBs), which form the local governance level within GLF schools. Further information about governance at GLF Schools can be found here.

The role of the School Strategy Board (SSB) is absolutely key to the effectiveness of Windmill and Wheatfield Primary Schools.  SSB members provide strategic leadership and accountability. Individual SSB members may not act independently of the rest of the Board, decisions are the joint responsibility of the SSB.  

The role of the SSB is a strategic one, its key functions are to:

  • set the aims and objectives for our school
  • set the policies for achieving our aims and objectives
  • set the targets for achieving our aims and objectives
  • monitor and evaluate the progress Windmill and Wheatfield Primary Schools are making towards achievement of their aims and objectives
  • be a source of challenge and support to the Executive Head Teacher (a critical friend)

Mrs T Sangwine, Executive Head Teacher is responsible for the internal organisation, management and leadership of the schools and the implementation of the strategic framework established by the SSB.

Chair of Standards Committee & SEND Governor

Tracey Bradshaw is mum to her twin girls in Year 3 at Windmill Primary School. Tracey has a background in education and is currently a Deputy Head Teacher of a special school in Berkshire. Tracey enjoys the role of governor and is passionate in wanting all pupils to enjoy their experiences of school. Outside of education, Tracey enjoys sport, music and spending time with her family.

Dave Fisher

Dave has a long standing interest in education and has served as a governor at three different local schools since 1997.  Dave has lived locally on Woosehill for nearly 30 years and until recently worked in Finance for Reading Borough Council.  His two grown-up children have each benefitted from a fantastic education at local schools at which he has been privileged to help as a governor, particularly in the field of finance.  Dave looks forward to a new challenge at Windmill and Wheatfield Primary Schools.  

Kelly Jones

Kelly has two children, her daughter is currently at Wheatfield Primary School and she hopes her son will attend Wheatfield when he is of school age. Kelly has an international background in business, with a career focusing on finance and operations. Having been educated in the United States to a high degree, Kelly is passionate about learning, understanding the local curriculum and ensuring our children have the best start in life. In her spare time, Kelly enjoys spending time with her husband and children, tap dancing, seeing as many West End Shows as possible, and her cat.

Tim Rogers

Tim is the Education Partner for six schools within GLF, including Whyteleafe School. He oversees KS1, Early Years and Childrens' Centres. Formerly a Headteacher of two schools in the primary sector, Tim joined GLF Schools in 2015.  


Mrs T Sangwine (Executive Head Teacher - Staff Governor)

Trish has enjoyed a long and varied career in education having taught in Papua New Guinea and Singapore as well as in the UK.  This is her third headship, all involving multi-agency partnerships across two or more sites.  Trish is passionate about stirring in all children and adults a love of life-long learning.  She has two grown up children and has a wide range of personal interests, including walking, yoga, spinning and weaving.

I have a child in Windmill school and am very much looking forward to adding value to the Governing Board through my interest as a parent and also my professional skills.  I have a background in Finance and Human Resources with specific skills in budgeting, financial reporting, performance management and Health & Safety.

Mr M Stockle (Parent Governor – Wheatfield)

Chair of Governors for Wheatfield and Windmill Schools & Member of Standards Committee

Mike Stockle is a parent governor for Wheatfield School, Chair of the LGB and a member of the standards committee. He has been a governor since 2014. He works for an engineering contractor in Reading, where he is a Chief Engineer. Mike has two daughters at Wheatfield. He is highly committed to being a governor and is looking to help the schools enable all the children who attend the schools to achieve their potential.
